Discarded bomb explodes killing one

ITANAGAR, Jul 28: In a bizarre incident, one person has lost his life when he was trying to extract lead from a discarded bomb at Mandaling village, near Tawang today.

According to OC PS Tawang S Monpa, the incident occurred at about 8:45 today when the person identified as Dorjee Tsering, a scrap dealer, was trying to extract lead from a discarded bomb using a hammer and exploded it.

The discarded bomb, suspected to be a misfired bomb from the firing range of Indian Army, was found from the nearby jungle where the scrap dealers often go to collect discarded ammunitions for lead extraction, informed the OC.

 

Governor, CM extend Eid greetings

ITANAGAR, Jul 28: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma and Chief Ministe Nabam Tuki have conveyed their warm greetings to the people of Arunachal Pradesh on the occasion of Eid ul Fitr, which marks the culmination of the holy month of Ramzan.

In his festival message, the Governor expressed hope that festivity will usher-in harmony and amity in the society and promote goodwill amongst all citizens.

“May this festival reinforce our faith in compassion and forbearance,” the Governor wished.

Likha Tara elected as KAI vice president

ITANAGAR, Jul 28: Arunachal Karate Do Association President Likha Tara has been elected as Vice President of Karate Association of India (KAI) in New Delhi today.

Tara has been elevated to vice-president after he worked as joint secretary since 2006.

Tara, Black Belt 5th Dan, has been working tirelessly for development of Karate in Arunachal Pradesh since last 30 years. His elevation to the post is a recognition to his dedicated services for promotion of the sport in Arunachal Pradesh in particular and the country as a whole, Arunachal Karate Association General Secretary L Marik told this daily. Congratulating Tara on behalf of the karate family of the state, the AKA general secretary expressed hope that karatekas from the state would get adequate representation in the national and international level.

Arunachal Pradesh Olympic Association also congratulated Tara on his election as KAI vice-president.

 

GSU seeks compensation for fire victims

ITANAGAR, Jul 28: Galo Students’ Union (GSU), in a representation, has appealed to the West Siang Deputy Commissioner to provide compensation to the victims of fire incidents at Puak Ghat, Aalo and Libu Bene village under Kamba circle.

Five houses were devastated in a fire accident at Libu Bene village yesterday while one dwelling house was reduced to ashes in another fire accident at Puak Ghat on July 26. GSU also urged that Deputy Commissioner to take up the matter of establishment of fire station at Kamba with the authorities concerned at the earliest.

 

Unidentified body found

PASIGHAT, Jul 28: The Pasighat police team led by N Nama (SI) has recovered a decomposed body of an unidentified non–APST (male), aged about 35–40 years, in between Ramro Pa:tang and forest reserve area near 4–mile.

The man of medium built, dark complex was wearing a maroon colour shirt and brown with black strips half pant, informed OC Nikom Riba.

The body is currently in the mortuary of General Hospital, Pasighat, where it would be kept for identification by relatives or friends for 72 hours. A case has been registered in Pasighat Police station in this regard and investigation is on, OC Riba added. DIPRO

 

Health dept. to kick-start fogging operation in Capital Complex today

ITANAGAR, Jul 28: The health department today decided to start fogging operation with malathione insecticide in and around the Capital Complex starting from July 29 to contain the outbreak of Japanese Encephalitis.

According to health department, so far, 13 cases of Japanese Encephalitis, including one death case have been reported across the state.

The fogging operation will be held at various sectors and colonies of Naharlagun, Nirjuli and Itanagar, including C-Sector, Barapani, D-Sector, Pachin Colony, G-Sector, G-Extension,  Lower and Upper Police Colony, Konkno Nallah of Naharlagun, market areas of both Nirjuli and Naharlagun, NERIST campus, Bage Tinali, VKV, Nirjuli, Chandan Nagar and Chimpu areas of Itanagar. The health department has sought cooperation from all.

The department informed that vaccines available in private dispensaries give 96 per cent protection after a months’ time and the role of vaccine during the time of outbreak of the disease is limited. It also stated that free JE vaccines have been provided to Lohit and Changlang districts following reports JE outbreak last year.

The state health department has urged the National Health Mission to provide JE vaccines free of cost to those districts where such cases has been reported, including Papum Pare, Upper Subansiri, Lower Subansiri, West Kameng, East Kameng, East Siang and Lower Dibang Valley.

 

Seva Bharati provide free coaching to students

ITANAGAR, Jul 28: Seva Bharati conducted free coaching classes for students of class IX and X in Science and Mathematics at Koloriang.

Altogether, 48 students attended the coaching classes. Courses on personality development were also conducted.

District Secretary (SB) Chello Tayeng coordinated the classes.

Principal of Koloriang GHSS Goigi Kaffa lauded the Seva Bharati for conducting the classes for the benefit of students from remote Kurung Kumey district.

 

HIV/AIDS awareness prog

ITANAGAR, Jul 28: Indo Global Social Service Society (IGSSS), Itanagar unit organized a HIV/AIDS awareness programme at Govt. Secondary School, Pachin Colony, Naharlagun yesterday.

APSACS Asst. Director Karjo Basar explained about the various routes of HIV transmission and its preventive measures. He shared stories of some HIV positive patients, who have successfully treated.

The Resource Person emphasized on the role of youths in creating awareness among people about HIV/AIDS to prevent further spread of the virus.

Youths and elders from the colony attended the programme.

 

AAPYO demands cabinet expansion

ITANAGAR, Jul 28: The All Arunachal Pradesh Youth Organization (AAPYO) has called for expansion of the ministry.

In its letter to the chief minister, AAPYO said that the number of Cabinet ministers needs to be increased to 12 from the current 10 for all round development, speedy decision making, transparency and good governance.

 

Skill development course under SJSRY gets underway

ITANAGAR, Jul 28: A week-long skill development course in Beauty Parlour under Swarna Jayanti Shahari Rozgar Yozana (SJSRY) for providing skill training for self employment promotion amongst the urban poor began at Longding Craft Centre on July 25.

While inaugurating the training course, Longding UPO cum additional Member Secretary, DUDA L. Hosai explained the importance of skill development training in today’s recession hit economy.

“We cannot depend fully on limited government jobs. Self-employment is the only solution to lead a decent life,” he said and advised the trainees not to miss a single training session and take full advantage of the programme.

AMSU demands for withholding salaries of absentee teachers

ITANAGAR, Jul 28: Claiming that many teachers posted in various schools in Mengio and Silsango circles have been found absent from their duties during its recent visit to those schools, the All Mengio Students’ Union (AMSU) has demanded the authority for withholding the salaries of those absentee teachers.

While informing the Papum Pare Deputy Commissioner about the Union’s findings during its visit to those school during July 22 to 24, AMSU claimed that many schools of the area have not yet started their syllabus.

 

Ex-MLA joins BJP

ITANAGAR, Jul 28: Former Tali MLA Takam Sorang has joined BJP in presence of National General Secretary Tapir Gao in New Delhi today expressing his loyalty to party leaderships both at centre and state, claimed a state BJP rele4ase.

Sorang has expressed full faith and allegiance to the able leadership of party’s national President Amit Shah, Prime Minister Narendra Modi and State president Tai Tagak, according to a party release.

While welcoming Sorang into party fold, Tagak hoped his joining would definitely strengthen the party organization in the state.

Takam Sorang was elected twice as MLA from Tali constituency in 1999 and 2004 and had held various important assignments including Chairman, PAC, State Assembly, Chairman, AP State Cooperative Apex Bank Ltd. etc.

 

Dari-Chambang road snapped by landslide

ITANAGAR, Jul 28:  Remote Chambang circle of Kurung Kumey district is cut off from rest of the state since last one moth following landslide triggered by heavy rains and flash flood, informed Zilla Parishad Member Charu Nera today.

The Dari to Chambang road considered as lifeline for the people of the area remained cut off for the last one month causing total disruption in transpiration of essential items, the ZPM said.

While criticizing the alleged lackadaisical attitude of the district authority, the ZPM requested the department concerned for early restoration of the road communication.

Assembly passes budget -2014-15

Special economic zones in foothills area on the cards

ITANAGAR, Jul 28: The Arunachal Pradesh Assembly has passed the Rs 140.02 crore deficit budget for 2014-15 by voice vote after a marathon debate today.

While responding to the quarries raised during budget discussion  Chief  Minister Nabam Tuki disclosed that he had done proper homework before the preparation of the  budget and  the  budget was prepared after due consultation with the state’s line departments.

Informing that the state Govt is proposing to set up special economic zones (SEZs) in foothills areas of the state, particularly to enhance the economic activity of the people living in boundary area, the Chief Minister further disclosed that the Central Government in principle has approved  the  East-West Corridor to boost economic activities along the foothills areas. The survey and investigation for the ambitious project would be carried out this fiscal, he added.

Asserting that priority would be attached on all need-based schemes, Tuki informed the House that a comprehensive policy would be framed to implement all the schemes in the state and assured all the members to incorporate their suggestions in the budget.

Stating that special thrust was given on border area development in the budget, the chief minister informed that it was aimed to check migration of people from international borders to urban areas and simultaneously develop those areas.

He said, the budget 2014-15 also prioritized three sectors namely hydropower, horticulture and tourism. Tuki said that the state government has been trying to overcome all impediments while executing hydro projects in the state.

"The state government is incurring a loss of 5 crore per day from the Lower Subansiri Project at Gerukamukh, work on which was suspended since December, 2011 after protests from anti-dam protagonists in neighbouring Assam," he said and exuded hope that within the next five years, the state would get 300 to 500 mw power from various projects under execution in the state, to tide over the crisis.

On budget preparation he said "It was tentative budget because the Planning Commission is yet to finalize the plan allocation for the state.” He added that  the hike in the budget in comparison to last year was due to inclusion of all Centrally sponsored schemes (CSS) in the state’s exchequer as per directive of the Centre.

"Out of 130 CSS, the Centre has reduced the number to 60 this year after eliminating or merging small schemes. Funds against all the Central schemes will be distributed to the respective departments from the state exchequer where it will be perked initially," he said and added that the fund against PMGSY and Sarva Shiksha Abhiyan (SSA) have already been released to the respective departments.

While urging all the members to take collective responsibility for proper monitoring of the Central schemes and other developmental projects, the chief minister also advised the departments for time-bound submission of utilization certificates against all central schemes so that more fund could be obtained from the Centre. The Arunachal Pradesh Appropriation (No 2) Bill 2014 presented in the House during the day was also approved in the Assembly.

Participating in the  dudget discussion, Agriculture, horticulture and animal husbandry minister Minister Chowna Mein highlighted the  initiatives being taken to boost the agri and allied sector besides clarifying to doubts and quires raised by the members.

Admitting that there is urgent need to streamline the home department, the  Home  and Power minister Tanga Byaling  sought  cooperation of all the  elected representatives  for speedy and  remarkable development in the state.

The budget has covered all the departments and top most priority  has been given in health and education department,  said Health Minister Kalikho Pul. He informed the house  about the  nursing schools under construction at Daporijo and Tawang, ANM school at Namsai.

PWD Minister Gojen Gadi, Tourism Minister Pema Khandu, Education Minister Tapang Taloh  also spoke on the  occasion  and  informed  the house about the  initiatives being taken by respective department. They also agreed to  incorporate the suggestions raised by the  members and cleared doubts.

Earlier, Tamiyo Taga, Opposition  members criticized the  budget proposals saying that  the budget  is totally silent on hydro-power policy decision.  There is no any indication about harnessing the medicinal  herbal/plants in the state, he said.

Reiterating the BJP’s demand for white paper on state financial position, Taga  further raised question on austerity measures of the state Govt  as well as appointment of more number of parliamentary secretaries after Constitution restricted the number of ministers. Questioning over financial management of the  state Govt,  Taga further asked as to why the Govt staff are not allowed to withdraw  fund from GPF.

The  budget did not cover many important areas,  the BJP leader said while demanding establishment of protected police colony, steps to enhance revenue of the state and take appropriate policy for flood control.

“Intention looks good, but mere intention does not serve the purpose,” said PPA Legislature Party leader P D Sona while participating in the budget discussion.  Terming the budget as old wine in new bottle, Sona called upon the Govt to take  up the hydro-power issue seriously. Sona also advocated for  internet connection in all the district headquarters to improve  the administrative system of the govt.

Terming the budget remarkable and people-friendly,  Rajesh Tacho  pleaded the  Govt to  allot the MLALAD fund in two installments, instead of four installments.

While appreciating the Budget, Jomde Kena called for effective mechanism for speedy execution of the 2000 MW Subansiri Lower project to enrich the state coffer as international experts have negated all fear on downstream impact and set up a committee to check price rise.

Participating in the debate Dikto Yekar gave emphasis on small and micro hydel, while Mama Natung lauded initiatives for the youth, farmers and women SHGs. Natung, however, shought  establishment of one RM Mission School, a cold storage in East Kameng considering huge horticulture production in the district.

Japu Deru stressed on agri-horticulture cultivation to boost the rural economy, Nikh Kamin advocated a policy for de-reservation of reserve forest, steps to earn more revenue and immediate solution to inter-state boundary row.

Pangka Bage called for adequate budget provision to expand cooperative sector including recruitment.

The other members who participated in budget discussion included Dr Mahesh Chai, Tage Taki, Mutchu Mithi, Tapuk Taku, Wangki Lowang, Honchun Ngandam and Wanglin Lowangdong. (with inputs from PTI)

 

 

Efforts on to maintain peace & state-quo all along inter-state boundary: Byaling

Question hourin Assembly

ITANAGAR, Jul 28:  Home Minister Tanga Byaling said there is a long standing inter-state boundary disputes between Assam and Arunachal Pradesh, most disputed places being Taraso, Kimin, Likabali, Kampu, and Balukpong.

Byaling was replying to a question raised by legislator Japu Deru on boundary dispute between Assam and Arunachal Pradesh during question hour on 3rd day of the 6th legislative assembly session here today.

The Home Minister informed that a number of meetings have taken place between the government of Arunachal Pradesh and Assam to maintain peace and state-quo all along the inter-border. The government of Assam filed a suit before Supreme Court in connection with the inter-state boundary dispute in 1989. The Supreme Court appointed a local commission in 2006 to hear both the governments and make appropriate recommendations to it. Both the governments have made their submissions before the local commission.

The Minister said that the  state government appeared before the Local Commission appointed by Supreme court 19 times between 27.11.2006 to 16.1.2012 with all reverent documents in support of its contention. On completion of hearing, the local commission will submit its recommendation to the Supreme Court of India for final order. The matter is therefore sub-judice in Supreme Court of India, he added.

Education Minister Tapang Taloh, while agreeing with the education system needing immediate improvement and the fact that many government schools are running without adequate teachers and Headmasters, informed the members of the assembly that steps are being taken for improvement of education scenario in the state. Taloh was responding to a question raised by Nampong MLA, Laisam Simai on improvement of education system and steps taken to improve the education system and posting of sufficient teachers and headmasters.

The minister said that to deliberate on the burning issues of education department, a joint coordination meeting was held and issues were thrashed out in details. As a result, a High Level Committee is being constituted to suggest measures. Even one time relaxation in the appointment of Science and Mathematics teachers is being contemplated.

While replying to opposition leader, Tamyio Taga on creation of special Doctors especially Neurologist and ENT, Minister of Health and Family Welfare Kalikho Pul  explained that Neurology is a super-specialty and doctors from our state is not available and outsiders  don’t come, as it is the same case for the  single cardiologist post which is vacant for many years. The post has been advertized several times, he informed. For the ENT specialist and other specialties, the Minister said that the government has approved for creation of 65 specialist post for selection and appointment through the APPSC. DIPR

 

 

Pul kicks off diarrhoea control campaign

ITANAGAR, Jul 28: Health and Family Welfare Minister Khaliko Pul has today kick-started an extensive campaign on diarrhoea disease control under National Health Mission in presence of its Mission Director PN Thongon in a small but impressive function at RK Mission Hospital here.

The campaign under the title, ‘Inauguration of Intensified Diarrhoea Control Fortnight”, would be continued until August 8 next, primarily focusing on to create an awareness among the people  across the state on how to prevent the infants from diarrhoea by giving ORS and Zinc tablets.   

Inaugurating the campaign, the minister called upon the people particularly parents to take precautions and preventive measures by practicing safe drinking water, proper sanitation, appropriate breast feeding and nutrition. Terming the 11 percent mortality of diarrhoea across India as an alarming sign, Pul suggested the people to remain hygienic by using soaps to avoid bacterial infections.

Educating the people on health sensitization, the minister said, “Visiting the hospital does not mean for accident and serious patient only, rather people should have health consciousness by getting regular health check-up”. He further encouraged the mothers for hospital delivery and avail better medical facilities provided by the government. Further, homebirth is less safe than hospital birth.  The statistic record says, diarrhoea is the fifth deadliest killer disease across the globe and infants are highly vulnerable to this killer disease.  

 

 

Threat of JE looms large in East Siang

RUKSIN, Jul 28: With the monsoon setting in, major parts of East Siang district bordering to Jonai sub-division of Assam have become vulnerable to outbreak of Malaria and Japanese encephalitis (JE). The areas along Assam-Arunachal border here are highly vulnerable to vector borne diseases, where many people die of malaria and encephalitis caused by mosquito bites.

JE, which commonly known as the ‘brain fever’ is an arthropod-borne viral disease transmitted by infective bites of female Culex mosquitoes. The parts of East Siang including Ruksin, Nari, Seren besides Dipa, Dimou and Likabali areas of West Siang witnessed malaria and JE during the past years.

Official records in the last five years revealed that occurrence of viral fevers including JE cases in the area reach a peak level during the month of July every year. The medical officers of Ruksin observed two recent cases of Acute Encephalitic Syndrome (AES), which were referred to Assam Medical College Hospital, Dibrugarh for diagnosis and better treatment.

The hospitals of Jonai has also registered five death of suspected JE with several dozens affected patients. The Assam Health department has launched “mass vaccination” against deadly disease to prevent further mortality. It is said that the deadly infection might easily be transmitted to bordering areas of Arunchal Pradesh, but the District Health Department has done nothing to prevent the outbreak of this deadly disease and even no alert has been sounded against the fetal disease by the authority so far.

On the other hand, malaria cases including cerebral infestation has been rampant in the boundary area but the health department is yet to complete second phase of DDT operation in the vulnerable areas. No “fogging operation” is conducted yet by the health authority.

This year right from January to mid of July, Ruksin Community Health Centre has detected 61 malaria cases out of which 24 are Pv (Vivex) and 37 are reported as Pf (Falciferum). Besides this, the private Nursing Homes also reported several pernicious malaria cases.

JE is quite common in Lakhimpur and Dhemaji districts of Assam and adjoining Arunachal villages because the tribal people of both the state are engaged in pig farming which is believed to be the one of the main reasons for the spread of the disease. The pigs are the vector of the deadly virus, the causal organism of JE, which is transmitted to human body by mosquito (Culex) bite.

 

 

APSCW takes up 118 cases since 2011

ITANAGAR, Jul 28: The Arunachal Pradesh State Commission for Women (APSCW) which had its first body constituted in 2005 has indeed traversed a long journey not only in terms of the years it has been in place, but by taking up a large number of cases related to women and children that prior to 2005, were always either swept under the carpet or tolerated for want of any platform of redressal.

The third Commission comprising of Chairperson Gumri Ringu, Vice Chairperson Radhilu Chai, Dharmawati Mangmaw, Binny Yanga, Yapi Kulo, Meyo Taku and Yabin Zirdo itself has taken up 118 cases till July 17 this year.

Most of the cases are related to child, forced marriage, polygamy and domestic violence.

The maximum cases related to child and forced marriages have been recorded from Kurung Kumey and East Kameng.  

Chairperson Ringu said that even though there have been massive intervention to stop child and forced marriages, the cases have not dropped to a desirable level.

The record number of cases have been disposed off, is despite the fact that there is so little money and even lesser staff.  The seven member commission have just three regular employees and a member secretary Yame Higio. Rest of the employees are on a contract.

Since the first batch took office in 2005, the budgetary allocation has stayed at a paltry Rs 50 Lacs. The amount includes honorarium of the Chairperson, Vice Chairperson and five members, staffers of the Commission, apart from funds for awareness programme on issues related to women. The commission has also organised various workshops on legal awareness on domestic violence and other issues related to women and children and on government provisions for women all over the state.

The term of the third commission which took charge on Sept 2011 is ending this year.

The Commission meanwhile thanked the Chief Minister Nabam Tuki for setting up Police station for women in Itanagar, one of its proposals.

 

 

Rehabilitation policy for drug addicts soon

ITANAGAR, Jul 28: Arunachal Pradesh government will soon frame a rehabilitation policy for drug addicts in the state.

State Home minister Tanga Byaling today said this while responding to a question raised in the Assembly by PPA member Wanglam Sawin during Question Hour.

Byaling said five drug peddlers from Myanmar along with 191 local residents were arrested by the police from across the state in the past three years, a total of 140 cases have been registered in various police stations of the state and 4.4 kg of heroin and brown sugar were seized from various drug addicts and peddlers between 2012 to June 2014.

848.99 kg of ganja was also seized during the period from Changlang, Tirap, Lohit, Upper Subansiri, Papum Pare, East Saing, Lower Subansiri and West Kameng districts, the minister said adding, the police have destroyed poppy cultivation on 2,803.25 acres in various districts.

Asserting that the state government would soon frame a rehabilitation policy for drug addicts in the state, Byaling said appropriate efforts would be made to provide alternative sources of income to opium cultivators.

Suggesting a policy through coordination among departments like health, social welfare, home and excise to curb the drug menace, he urged all stakeholders to join hands in creating awareness among the people to check the menace.

"Government alone cannot stop drug peddling in the state unless NGOs, panchayats and leaders join hands to create awareness among people on the ill effects of drug abuse," Byaling added. PTI

 

 

NHPC workers opposes closure and shifting of Regional Office to Guwahati

ITANAGAR, Jul 28: NHPC casual/contract labours, Regional Office, C-Sector, Itanagar in a letter to Chief Minister appealed him to intervene in the matter of closure of Regional Office, NHPC’s Regional Office, Itanagar and conversion it into a liaison office.

The NHPC workers of the Regional Office Itanagar oppose the closure of Regional Office and shifting of executive Director to Guwahati.

The employees said that the Government of Arunachal Pradesh has awarded four Mega Projects Dibang Multipurpose Project (3000MW), Tawang - I (600 MW), Tawang-ll (800 MW) and Subansiri Lower HE Project (2000MW) to NHPC which are under various stages of clearances/under construction with total installed capacity of 6400 MW and two more projects are in Pipelines namely Upper Siang Stage-ll and Upper Siang Stage-ll with 9750 MW both of which are in joint venture with NEEPCO.

It is not understood as to why NHPC has to close its Regional office and convert it into Liaison office when they have four Mega Projects and two more projects at Upper Siang stage-1, II in their hand.

The controlling of Projects in Arunachal must be done from within Arunachal Pradesh for which establishment of Regional office is very important and the Administrative Head Regional Office is Executive Director which cannot be shifted anyhow.

With the joining of Ronel Kumar as new ED, RO, Itanagar, NHPC Ltd , a very cordial relations with students bodies, local people and Govt, of Arunachal Pradesh has been established and atmosphere in Arunachal Pradesh is very conducive for power developers now.

There are about 52 contingency labours employed in RO, Itanagar but with the closure office the contingency workers would suffer  a lot and apart from this the provision of contracts works, like R&M of Offices, guest houses, field hostels for officers and supervisors would also be closed.

Further, there are 92 regular employees from Arunachal Pradesh in NHPC office Itanagar, they will be posted at fur flung area of the country in case of closure of Regional office.

The employees appealed to the Chief Minister to intervene and direct the NHPC authorities to revert their decision to close Regional Office at Itanagar and also cancelled the transfer order of Executive Director, RO, Itanagar to Guwahati. The closure of Regional Office and shifting of Executive Director hurts the sentiments of the People and this shifting of office from one state to another state would also spread wrong message to NHPC and other power developers regarding the state of affairs of the state.

 

 

GSU seeks establishment of AIIMS at Basar

ITANAGAR, Jul 28: The Galo Students’ Union (GSU) has sought establishment of All India Institute of Medical Sciences (AIIMS) at Basar.

A team of GSU today held a meeting with minister of State for Home Affairs Kiren Rijiju at his North Block Office, New Delhi. The GSU team led by its president Damik Gameh and General Secretary Binya Ronya was accompanied by Gumjum Haider, former secretary general of North East Students’ Organization (NESO), West Siang District Students’ Union President Karyom Loyi, GSU adviser Pakmig Taipodia and Chairman Changs Trust Tago Duchok.

GSU submitted a memorandum to the minister for setting up either AIIMS/IIT or IIM at Basar.

GSU also apprised Rijiju about boundary problem at Likabali and Nari Koyu which is main concern for the indigenous people of the Foot Hills area.

Rijiju while welcoming and appreciating the proposal, firmly assured to take up the matter with appropriate authorities. He also told that he has a vision to develop Basar as the place is one of the most feasible areas for establishment of institutions like AIIMS, IIT, IIM etc. He also said that every part of Arunachal must be developed for greater interest of one and all. Rijiju told that he has initiated for the double lane road from Basar to Likabali which was not done earlier but only talked about it. He told that the work would be starting soon.

The GSU team also submitted a memorandum to Chief Minister in this regard.

In its memorandum submitted to the chief minister, while reiterating the announcement made by the Prime Minister Narendra Modi to establish AIIMS in every state, it requested for establishment of the same at Basar.

Basar being tri-junction for the districts like Upper Subansiri, East Siang and Upper Siang has vast area with favorable climatic condition and ideal place for institutions like AlIMS/IIT/IIM.

Basar located in 27” 59.701’ N Latitude and 94" 42.227’E Longitude with altitude of 725 meters and minimum temperature of 7.3 and maximum of 27.4 degree Celsius has 300 acres of land earmarked for establishment of Agro-Forestry College which has been shifted to Pasighat during the Chief Ministership of Gegong Apang is still available, its memorandum read.

Capital and its periphery of our State is flooded with several institutions like NERIST, NIT, RGU, Polytechnic College, Homeopathy College etc. and Health Institutions like Arunachal State Hospital which is being promoted to 500 bedded Medical College and Ramakrishna Mission Hospital and many other private hospitals like Hormin, Niba, BTM, Tago Memorial etc. Therefore decentralization of developmental projects is important for State like Arunachal Pradesh keeping in view the development of every part of the state, the letter further read.

 

 

APPDSU demands termination of lease agreement

ITANAGAR, Jul 28: All Papum Pare District Students’ Union (APPDSU) has demanded the Tourism Department to terminate its lease agreement with the lessee of the tourist facilities at Ganga Lake for his alleged failure to maintain the facilities as per the agreement.

“A lease agreement was made on November 10, 2003 between the current lessee and Tourism Department, GoAP to run the tourist facilities at Ganga Lake like Cafeteria, Hawa Ghar, Jetty, swimming pool, Log Hut, tourists’ park, boating complex, tourist lodge etc. on rental basis. Again, an agreement for extension of the lease was made on November 11, 2009. But the lessee has failed to follow the agreement and take proper care of the assets thus breaching the terms and conditions of the agreement,” claimed APPDSU in its memorandum to Secretary, Tourism.

APPDSU also alleged that the lessee has failed to provide proper sanitation facilities to the visitors. “There are toilets and bathrooms but without water supply facility and electricity. Further, not even a single log hut was electrified,” the memorandum claimed. It alleged that the swimming pool has also been ill-maintained making it unsuitable for swimming purposes.

As per the agreement, there should be boating facilities for the visitors but the lessee did not provide proper boating facilities, it added.

Further, the scenic beautify of Gekar Sinyi (Ganga Lake) is being destroyed by the lessee by destroying the natural vegetation, the memorandum alleged.

The union appealed to the authority to give preference to land donor of Gekar Sinyi (Ganga Lake) having requisite educational qualification to run the tourist facilities as per the guidelines to lease these tourism infrastructure under PPP mode.

 

 

10th Independence Running Football Trophy begins

ARRA FC beat Bondhu FC 1-0 in opening match

ITANAGAR, Jul 28: The 9 Warriors 10th Independence Running Football Trophy organized by All Gohpur Youth Association (Ward No. 2) began at KV No 2 playground here yesterday.

Chief Councilor of Itanagar Municipal Council (IMC) Higio Aruni attended the opening ceremony and encouraged the youths towards games and sports. Speaking on the importance of games and sports in today’s world, she suggested the participating teams to maintain sportsman spirit.

IMC Councillor and Empowered Standing Committee member Gangte Togung, Councilors Biri Tugdo, Gora Talang, Jumi Teli Bogum and Tatung Tania also attended the opening ceremony.

The inaugural match was played between Bondhu FC and ARRA FC in which the latter defeated the former by solitary goal scored by Kipa Prem via penalty kick in 12 minute.

Two matches were held today.

The first match played between Chimpu Sporting Club and Tarh Lugu FC ended in 2-2 draw.

Bamang Lucky and Tarh Soping scored a goal each for Tarh Lugu FC while the scorer for Chimpu FC was Sonu Tsering.

The second between United Boys SC and Zoo FC also ended in a 1-1 draw.

Talu Bagang scored for Zoo FC in 22 minute which was equalized by Taw Akash of United FC in 38 minute, according to an organizing committee release.

 

 

Anti-drugs campaign held at Mebo and Oyan

PASIGHAT, Jul 28: With a mission to build healthy, drug-free society, SSA Rajya Mission, Itanagar in collaboration with DDSE cum District Project Officer conducted two days massive campaigns on anti-drug abuses and anti social behaviour in Mebo and Oyan recently.

DDSE  T Talom said the main objective of the campaign was to wean the students away from the use of drugs and banned tobacco products etc.

He highlighted on preventive measures and cautioned the students community to abstain themselves from the harmful long term impacts of drug abuses and antisocial practices. The students should avail optimum benefits in schools being provided by the government and keep themselves busy with co-curricular activities for personality development by refraining from the clutches of dreaded diseases of drug abuses.

Earlier, the State Project Officer G Karga emphasized on proper implementation of RTE Act, 2009 particularly the norms and standards pertinent to the school working system like availability of learning equipments, reading library books, play materials, games and sports equipments, mid day meal, timely issue of new textbooks, uniforms, maintenance fund, stipends, medical grants etc. He further said the ‘Mission’ is committed to promote all-round development of  children making a healthy, educationally sound and drags-free and progressive society with the help and guidance of the teachers in particular and parents and PRIs as a whole.

Program coordinator N Siram administered pledges amongst the large gathering of the students at both the places, Mebo and Oyan. Neelam presenting pictorial evidences and cautioned the students about the harmful effects of drug abuses, opium and alcohol addictions.

Taking part as state resource person, B. P Sinha briefed about the importance maintaining discipline in the schools. Medical officers Dr. K. Yirang and Dr. O. Intensified Diarrhoea Control Fortnight launched

CHANGLANG, Jul 28: The District Health Society, Changlang launched Intensified Diarrhoea Control Fortnight here at the District Hospital Changlang, today amidst Heads of Offices, ASHAs and students of Vivekananda Kendra Vidhyalaya, Changlang.

Speaking on the occasion, the Zilla Parishad Chairperson, Changlang Marina Kenglang shared her past experiences where, out of ignorance, many children in different villages of the district died of dehydration in Diarrhoea and urged upon the ASHAs to play the important role of generating mass awareness involving women.

She was confident that the women folk can play pivotal role in controlling Diarrhoea. She showed her concern over the Children and assured for every possible co-operation.

DMO, Dr S Chai Pul informed that the Govt of India has intensified Diarrhoea control programme due to high mortality rate in India.

She further informed that Children below 5 Years age of the entire district will be compulsorily provided with ORS packets whereas those suffering from Diarrhoea will be given Zinc Sulphate tablets in addition to ORS. She appealed key departments like PHED, Education and ICDS, Changlang for their co-operation in implementing the programme successfully and informed that ORS corner will be established in every Doctor’s chamber for compulsory distribution of ORS to the children below 5 years of age.

DRCHO, Dr T Yomcha informed that the Intensified Diarrhoea Control Fortnight (IDCF) will be organized from today to August 8 next with the ultimate aims of Zero child deaths due to childhood diarrhoea.

This activities mainly include-intensification of advocacy activities, awareness generation activities, diarrhoea management services provision, establishing ORS-Zinc demonstration sites, ORS distribution by ASHA through home visits, detection of undernourished children and their treatment, promotion of Infant and Young child feeding activities through home visits by ASHA and establishing IYCF corners, added Dr Yomcha.

Dr Yomcha appealed the DDSE, Changlang to established ORS and Zinc corners in all the Schools where demonstration of ORS preparation would be undertaken for prevention of dehydration in diarrhoea. Drinking water & sanitation department will be involved with the health department during the fortnight by using IEC material available in the department as the subject closely associated with Diarrhoea, he added.

Dr Yomcha also requested to establish ORS & Zinc corners at all Anganwadi centers from July 28 to  August 2 where demonstration of ORS preparation is taken up by AWW in convergence with ASHA. While giving the tips to prepare the ORS at home he asked ASHAs to distribute homemade ORS in case they exhaust the packets.

The DRCHO also demonstrated proper way to wash the hands especially after defecation and asked ASHAs to demonstrate the same in their respective areas.

DDSE, H Loyi Changlang and Medical Superintendent Dr(Mrs) M Khimhun also spoke on the occasion.  

Earlier, students of Vivekananda Vidhyalay, Changlang conducted a rally displaying play cards written with “Diarrhoea mein ORS aur Zinc ki zodi, bachche ki dekhbal puri”, etc for mass awareness amongst the general populace. DIPRO

 

 

APSCW, APWWS welcomes proposal to setup women police stations in every district Hqs

ITANAGAR, Jul 28: Arunachal Pradesh State Commission for Women (APSCW) and Arunachal Pradesh Women’s Welfare Society (APWWS) have welcomed the state government’s proposal to set up women police station in all the district headquarters and allocation of Rs Ten crore for the same. The Chief Minister had announced the setting up the station this in his budget presentation on July 26.

The Commission and the Society in a joint statement said that establishment of police stations will go a long way in facilitating women to seek support as well as tackle crime against in women in the state.

On the government’s proposal for setting up women’s degree college and allocation of Rs 1.5 cr as fund, the Commission and Society said that the government’s step will help many girls to pursue higher education.  It further said that provision of financial support for NGO managing education institutions is a step in the right direction for the state as many nongovernmental organisations are sharing the burden of the government.

The organisations further welcomed the decision to provide ambulance in the identified border areas for the benefit of the sick, injured and pregnant women.

It further said that allocation of Rs One Cr to Self Help Groups for marketing their products under various self employment generation schemes to enable women to sell their horticulture and agri products beside handloom and handicraft items will encourage women to be financially independent.

Take steps before it gets late

Finally union government seems to have taken note of the danger posed by growing drug addiction among youths of Arunachal Pradesh. As per the report, various security agencies have alerted government of India about increasing and alarming trend of opium addiction amongst the tribal border population of Arunachal Pradesh which stands to threaten "national security" in this area, already prone to insurgency and incursion attempts from neighbouring countries.

Narcotics enforcement and intelligence agencies keeping a tab on the activities of illegal drugs in the eastern border areas of the country have recently shared a detailed report in this regard with the Union Home Ministry underlining the fact that the menace may put under threat "the very existence" of the tribal population of the state. A report by the Central Narcotics Control Bureau (NCB) states that "large tracts of land in Arunachal are now being cultivated commercially by the rich and influential people for extraction of opium gum and trafficking of the same." It cautioned that if the worrying trend is not checked promptly, the situation may take a serious turn not only affecting national security but also having an adverse impact on the health and existence of the various tribes inhabiting the remote and inaccessible areas of Arunachal Pradesh. Both central and state government should take this report seriously and initiate steps to save lives of youths. Opium de-addiction centres  of Arunachal which remain defunct have to be re-activated. Many more steps have to be taken based on the intelligence report so that future generation of Arunachal is saved.

We can no longer wait

Dear Editor,

Apropos “Good initiatives yet some clarity needed” by K. Padu in the Readers’ Forum, I tender my agreement with the write-up. It is encouraging that the PWD Minister took a laudable step to curb the menace of unpopular business of getting the higher posts in the government services.

In the 2nd Para of the letter, it is highlighted that the Minister has taken an initiative to discontinue promotion/appointment of Junior Engineers/ Assistant Engineer/Executive Engineers to higher post on functional or officiating basis, clearing ways of promotion for the senior most officers/officials as per seniority that will be subsequently regularised through DPC.

Such steps are not only commendable but also bolster the moral of all engineering fraternity, especially to those who bore the brunt of the system. The Minister deserves grand salutes from all those are concerned.

Discontinuing promotion/appointment of engineers to higher post on functional or officiating basis will not only help clear backlog in the services but also dissolve discernment amongst the eligible claimant of regular promotions. And, the hopefuls can expect the silver lining in the land. We no longer wait for a better day ahead.

Help us move forward  

Dear Editor,

Through your esteemed daily, I would like to share the problems faced by the Government Middle School, Nikja Village under Koloriang which was established in 23rd August 1980 as primary School, and later got upgraded to Middle School on 10th August 1995.

The school being one of the most reputed Govt. Middle schools of Kurung Kumey district for imparting quality education is crying for urgent attention from the concern State and District Education Department, local MLA and Panchayat leaders for quality infra-structures.

The School building which caters the education needs of approximately 500 students every year is still compelled to rely on five classrooms, which is insufficient considering the strength of student, beside the boundary demarcation of the school compound is still unfinished creating lots of hassle for the School authority when unprecedented conflicts arise with the locals, regarding the boundary issue.

It may be noted that; till date the authority concerned has never cared to build a single teacher quarter, and the teaching faculties is being compelled to opt for a rented house, miles away in the koloriang town; making their daily ‘to and fro’ walk for the duty a tiresome one, beside pocketing out half of their hard earned salary as rent fee.

The shortage of teaching faculties too is a big hurdle; an uneasy situation for the limited numbers of teachers to reach out to the vast numbers of students, creating lots of hurdles for the teaching faculties, to impart quality education to the students.

Hence, I earnestly appeal the concern authority to look into our grievances and narrow the problems at the earliest.

Open letter to Health Minister

Dear Editor,

I appreciate the proposal for creating 65 specialist posts during the recent budget session. But first please go through the actual number of specialists available in our state. It is not 70.

First of all let me tell you that every year, 7 specialists pass out from Regional institute of Medical sciences (RIMS) Imphal and this deputation for post graduate medical studies have been in existence since last 20 years.

Therefore, the actual numbers of available specialists are around 140, but due to existing recruitment rules those specialists are just languishing as general duty medical officers. Therefore, instead of digging into the already bankrupt state coffer please amend the recruitment rule of doctors first, so that already existing specialists working as GDMO can be promoted to specialist and their qualification can be utilised for the greater interest of the state.

Worth a museum piece

Dear Editor,

Through your esteemed daily, I would like to express my gratitude and appreciation to former chief Secretary of AP Dr. HK Paliwal for series of news article published on 23, 24, and 25th     issues.

Presumably, he is concerned about economic crisis of Arunachal Pradesh much more than anybody else and tried to dig out economically sustainable solution for the people of Arunachal Pradesh for the gene-rations to come.

Undoubtedly, the highest potential is taping Hydro Power potential in Arunachal Pradesh.

Some districts like East Siang,  Lower Dibang Valley and others are demonstrating against construction of Mega Dams citing that Arunachal falls under seismic zone V, on safety and security of life and property of downstream etc. The other time same people demonstrate against government for lack of electricity supply in the district. Now, it has come to light through the article of Dr. HK. Paliwal that the Dams are constructed in seismic regions like America and Japan where earthquake takes place frequently, thus why not in Arunachal?

Therefore, I request all politicians, organizations, intellectuals and some neighboring states to allow construction of mega Dams for the benefit of the country including Arunachal Pradesh. However, the Dam should be designed for safety and security of public, adequate compensation in form of job, financial, re-habitation must be provided   to local people affected by the Dam.

I also request the government of Arunachal Pradesh to keep article of Dr. HK Paliwal in the museum as memorandum and review from time to time.

Stop unfair trade practice

Dear Editor,

On 23rd July 2014, I found a shop at Nirjuli that was selling juice even after expiry date of the product.

In that shop there were various kinds of juice stacked in the front. And among them, I found a bottle of juice which was marked Blue. When I asked the shopkeeper, he said it was an energy drink. My brother offered to try the drink since he never had it before. To me it looked like a bottle of mineral water though it looked a bit different with a picture of orange.  

I handed the juice to my brother and the moment he had a drop, he announced that it had a foul smell. As I checked the manufacturing date, which already expired, I asked the shopkeeper for another bottle. He gave me another bottle from the refrigerator. When I checked the bottle, I was shocked to notice that expiry date was long over.

Such unfair trade practice is not excusable. I think there are many shops in capital complex that are intentionally selling expired food products because many people cannot read. The shopkeepers don’t care about the health issues.  This was the third time, I encountered the same problem of shop-keepers keeping and selling products even after expiry date.

On 9th  June 2014,  I bought a bread from a well known  bakery where the same incident happened. The bread was being sold even after there was a clear instruction that product is best used within three days. The management should check such practices. Consumers don’t have the patience to check the dates. But manu-facturers should be more careful so that consumers do not suffer from any ill effects after consuming food or drink.

I appeal to the concerned authorities to please make the shop keepers aware of selling food that is not fit for consumption. The outcome of selling such items could be devastating.

If APSCAB’s, stand is legitimate there is no good reason why the result should not be published. I am one of those who appeared in the interview and like many others I too am eagerly waiting for the results.
