Discarded bomb explodes killing one

ITANAGAR, Jul 28: In a bizarre incident, one person has lost his life when he was trying to extract lead from a discarded bomb at Mandaling village, near Tawang today.
According to OC PS Tawang S Monpa, the incident occurred at about 8:45 today when the person identified as Dorjee Tsering, a scrap dealer, was trying to extract lead from a discarded bomb using a hammer and exploded it.
The discarded bomb, suspected to be a misfired bomb from the firing range of Indian Army, was found from the nearby jungle where the scrap dealers often go to collect discarded ammunitions for lead extraction, informed the OC.

GSU seeks compensation for fire victims
ITANAGAR, Jul 28: Galo Students’ Union (GSU), in a representation, has appealed to the West Siang Deputy Commissioner to provide compensation to the victims of fire incidents at Puak Ghat, Aalo and Libu Bene village under Kamba circle.
Five houses were devastated in a fire accident at Libu Bene village yesterday while one dwelling house was reduced to ashes in another fire accident at Puak Ghat on July 26. GSU also urged that Deputy Commissioner to take up the matter of establishment of fire station at Kamba with the authorities concerned at the earliest.
Unidentified body found
PASIGHAT, Jul 28: The Pasighat police team led by N Nama (SI) has recovered a decomposed body of an unidentified non–APST (male), aged about 35–40 years, in between Ramro Pa:tang and forest reserve area near 4–mile.
The man of medium built, dark complex was wearing a maroon colour shirt and brown with black strips half pant, informed OC Nikom Riba.
The body is currently in the mortuary of General Hospital, Pasighat, where it would be kept for identification by relatives or friends for 72 hours. A case has been registered in Pasighat Police station in this regard and investigation is on, OC Riba added. DIPRO

ITANAGAR, Jul 28: The health department today decided to start fogging operation with malathione insecticide in and around the Capital Complex starting from July 29 to contain the outbreak of Japanese Encephalitis.
According to health department, so far, 13 cases of Japanese Encephalitis, including one death case have been reported across the state.

The department informed that vaccines available in private dispensaries give 96 per cent protection after a months’ time and the role of vaccine during the time of outbreak of the disease is limited. It also stated that free JE vaccines have been provided to Lohit and Changlang districts following reports JE outbreak last year.
The state health department has urged the National Health Mission to provide JE vaccines free of cost to those districts where such cases has been reported, including Papum Pare, Upper Subansiri, Lower Subansiri, West Kameng, East Kameng, East Siang and Lower Dibang Valley.

AMSU demands for withholding salaries of absentee teachers
ITANAGAR, Jul 28: Claiming that many teachers posted in various schools in Mengio and Silsango circles have been found absent from their duties during its recent visit to those schools, the All Mengio Students’ Union (AMSU) has demanded the authority for withholding the salaries of those absentee teachers.

RUKSIN, Jul 28: With the monsoon setting in, major parts of East Siang district bordering

JE, which commonly known as the ‘brain fever’ is an arthropod-
Official records in the last five years revealed that occurrence of viral fevers including JE cases in the area reach a peak level during the month of July every year. The medical officers of Ruksin observed two recent cases of Acute Encephalitic Syndrome (AES), which were referred to Assam Medical College Hospital, Dibrugarh for diagnosis and better treatment.
The hospitals of Jonai has also registered five death of suspected JE with several dozens affected patients. The Assam Health department has launched “mass vaccination” against deadly disease to prevent further mortality. It is said that the deadly infection might easily be transmitted to bordering areas of Arunchal Pradesh, but the District Health Department has done nothing to prevent the outbreak of this deadly disease and even no alert has been sounded against the fetal disease by the authority so far.
On the other hand, malaria cases including cerebral infestation has been rampant in the boundary area but the health department is yet to complete second phase of DDT operation in the vulnerable areas. No “fogging operation” is conducted yet by the health authority.
This year right from January to mid of July, Ruksin Community Health Centre has detected 61 malaria cases out of which 24 are Pv (Vivex) and 37 are reported as Pf (Falciferum). Besides this, the private Nursing Homes also reported several pernicious malaria cases.
JE is quite common in Lakhimpur and Dhemaji districts of Assam and adjoining Arunachal villages because the tribal people of both the state are engaged in pig farming which is believed to be the one of the main reasons for the spread of the disease. The pigs are the vector of the deadly virus, the causal organism of JE, which is transmitted to human body by mosquito (Culex) bite.
APSCW takes up 118 cases since 2011
ITANAGAR, Jul 28: The Arunachal Pradesh State Commission for Women (APSCW) which had its first body constituted in 2005 has indeed traversed a long journey not only in terms of the years it has been in place, but by taking up a large number of cases related to women and children that prior to 2005, were always either swept under the carpet or tolerated for want of any platform of redressal.
The third Commission comprising of Chairperson Gumri Ringu, Vice Chairperson Radhilu Chai, Dharmawati Mangmaw, Binny Yanga, Yapi Kulo, Meyo Taku and Yabin Zirdo itself has taken up 118 cases till July 17 this year.
Most of the cases are related to child, forced marriage, polygamy and domestic violence.
The maximum cases related to child and forced marriages have been recorded from Kurung Kumey and East Kameng.
Chairperson Ringu said that even though there have been massive intervention to stop child and forced marriages, the cases have not dropped to a desirable level.
The record number of cases have been disposed off, is despite the fact that there is so little money and even lesser staff. The seven member commission have just three regular employees and a member secretary Yame Higio. Rest of the employees are on a contract.
Since the first batch took office in 2005, the budgetary allocation has stayed at a paltry Rs 50 Lacs. The amount includes honorarium of the Chairperson, Vice Chairperson and five members, staffers of the Commission, apart from funds for awareness programme on issues related to women. The commission has also organised various workshops on legal awareness on domestic violence and other issues related to women and children and on government provisions for women all over the state.
The term of the third commission which took charge on Sept 2011 is ending this year.
The Commission meanwhile thanked the Chief Minister Nabam Tuki for setting up Police station for women in Itanagar, one of its proposals.
Rehabilitation policy for drug addicts soon
ITANAGAR, Jul 28: Arunachal Pradesh government will soon frame a rehabilitation policy for drug addicts in the state.
State Home minister Tanga Byaling today said this while responding to a question raised in the Assembly by PPA member Wanglam Sawin during Question Hour.
Byaling said five drug peddlers from Myanmar along with 191 local residents were arrested by the police from across the state in the past three years, a total of 140 cases have been registered in various police stations of the state and 4.4 kg of heroin and brown sugar were seized from various drug addicts and peddlers between 2012 to June 2014.
848.99 kg of ganja was also seized during the period from Changlang, Tirap, Lohit, Upper Subansiri, Papum Pare, East Saing, Lower Subansiri and West Kameng districts, the minister said adding, the police have destroyed poppy cultivation on 2,803.25 acres in various districts.
Asserting that the state government would soon frame a rehabilitation policy for drug addicts in the state, Byaling said appropriate efforts would be made to provide alternative sources of income to opium cultivators.
Suggesting a policy through coordination among departments like health, social welfare, home and excise to curb the drug menace, he urged all stakeholders to join hands in creating awareness among the people to check the menace.
"Government alone cannot stop drug peddling in the state unless NGOs, panchayats and leaders join hands to create awareness among people on the ill effects of drug abuse," Byaling added. PTI

The employees appealed to the Chief Minister to intervene and direct the NHPC authorities to revert their decision to close Regional Office at Itanagar and also cancelled the transfer order of Executive Director, RO, Itanagar to Guwahati. The closure of Regional Office and shifting of Executive Director hurts the sentiments of the People and this shifting of office from one state to another state would also spread wrong message to NHPC and other power developers regarding the state of affairs of the state.
GSU seeks establishment of AIIMS at Basar
ITANAGAR, Jul 28: The Galo Students’ Union (GSU) has sought establishment of All India Institute of Medical Sciences (AIIMS) at Basar.
A team of GSU today held a meeting with minister of State for Home Affairs Kiren Rijiju at his North Block Office, New Delhi. The GSU team led by its president Damik Gameh and General Secretary Binya Ronya was accompanied by Gumjum Haider, former secretary general of North East Students’ Organization (NESO), West Siang District Students’ Union President Karyom Loyi, GSU adviser Pakmig Taipodia and Chairman Changs Trust Tago Duchok.
GSU submitted a memorandum to the minister for setting up either AIIMS/IIT or IIM at Basar.
GSU also apprised Rijiju about boundary problem at Likabali and Nari Koyu which is main concern for the indigenous people of the Foot Hills area.
Rijiju while welcoming and appreciating the proposal, firmly assured to take up the matter with appropriate authorities. He also told that he has a vision to develop Basar as the place is one of the most feasible areas for establishment of institutions like AIIMS, IIT, IIM etc. He also said that every part of Arunachal must be developed for greater interest of one and all. Rijiju told that he has initiated for the double lane road from Basar to Likabali which was not done earlier but only talked about it. He told that the work would be starting soon.

APPDSU demands termination of lease agreement
ITANAGAR, Jul 28: All Papum Pare District Students’ Union (APPDSU) has demanded the Tourism Department to terminate its lease agreement with the lessee of the tourist facilities at Ganga Lake for his alleged failure to maintain the facilities as per the agreement.
“A lease agreement was made on November 10, 2003 between the current lessee and Tourism Department, GoAP to run the tourist facilities at Ganga Lake like Cafeteria, Hawa Ghar, Jetty, swimming pool, Log Hut, tourists’ park, boating complex, tourist lodge etc. on rental basis. Again, an agreement for extension of the lease was made on November 11, 2009. But the lessee has failed to follow the agreement and take proper care of the assets thus breaching the terms and conditions of the agreement,” claimed APPDSU in its memorandum to Secretary, Tourism.
APPDSU also alleged that the lessee has failed to provide proper sanitation facilities
to the visitors. “There are toilets and bathrooms but without water supply facility
and electricity. Further, not even a single log hut was electrified,” the memorandum

Intensified Diarrhoea Control Fortnight launched
CHANGLANG, Jul 28: The District Health Society, Changlang launched Intensified Diarrhoea Control Fortnight here at the District Hospital Changlang, today amidst Heads of Offices, ASHAs and students of Vivekananda Kendra Vidhyalaya, Changlang.
Speaking on the occasion, the Zilla Parishad Chairperson, Changlang Marina Kenglang shared her past experiences where, out of ignorance, many children in different villages of the district died of dehydration in Diarrhoea and urged upon the ASHAs to play the important role of generating mass awareness involving women.
She was confident that the women folk can play pivotal role in controlling Diarrhoea.

DRCHO, Dr T Yomcha informed that the Intensified Diarrhoea Control Fortnight (IDCF) will be organized from today to August 8 next with the ultimate aims of Zero child deaths due to childhood diarrhoea.

Dr Yomcha appealed the DDSE, Changlang to established ORS and Zinc corners in all the Schools where demonstration of ORS preparation would be undertaken for prevention of dehydration in diarrhoea. Drinking water & sanitation department will be involved with the health department during the fortnight by using IEC material available in the department as the subject closely associated with Diarrhoea, he added.
Dr Yomcha also requested to establish ORS & Zinc corners at all Anganwadi centers from July 28 to August 2 where demonstration of ORS preparation is taken up by AWW in convergence with ASHA. While giving the tips to prepare the ORS at home he asked ASHAs to distribute homemade ORS in case they exhaust the packets.
The DRCHO also demonstrated proper way to wash the hands especially after defecation and asked ASHAs to demonstrate the same in their respective areas.
DDSE, H Loyi Changlang and Medical Superintendent Dr(Mrs) M Khimhun also spoke on the occasion.

APSCW, APWWS welcomes proposal to setup women police stations in every district Hqs
ITANAGAR, Jul 28: Arunachal Pradesh State Commission for Women (APSCW) and Arunachal Pradesh Women’s Welfare Society (APWWS) have welcomed the state government’s proposal to set up women police station in all the district headquarters and allocation of Rs Ten crore for the same. The Chief Minister had announced the setting up the station this in his budget presentation on July 26.
The Commission and the Society in a joint statement said that establishment of police stations will go a long way in facilitating women to seek support as well as tackle crime against in women in the state.
On the government’s proposal for setting up women’s degree college and allocation of Rs 1.5 cr as fund, the Commission and Society said that the government’s step will help many girls to pursue higher education. It further said that provision of financial support for NGO managing education institutions is a step in the right direction for the state as many nongovernmental organisations are sharing the burden of the government.
The organisations further welcomed the decision to provide ambulance in the identified border areas for the benefit of the sick, injured and pregnant women.
It further said that allocation of Rs One Cr to Self Help Groups for marketing their products under various self employment generation schemes to enable women to sell their horticulture and agri products beside handloom and handicraft items will encourage women to be financially independent.

Take steps before it gets late
Finally union government seems to have taken note of the danger posed by growing drug addiction among youths of Arunachal Pradesh. As per the report, various security agencies have alerted government of India about increasing and alarming trend of opium addiction amongst the tribal border population of Arunachal Pradesh which stands to threaten "national security" in this area, already prone to insurgency and incursion attempts from neighbouring countries.
Narcotics enforcement and intelligence agencies keeping a tab on the activities
of illegal drugs in the eastern border areas of the country have recently shared
a detailed report in this regard with the Union Home Ministry underlining the fact
that the menace may put under threat "the very existence" of the tribal population
of the state. A report by the Central Narcotics Control Bureau (NCB) states that
"large tracts of land in Arunachal are now being cultivated commercially by the rich
and influential people for extraction of opium gum and trafficking of the same."
It cautioned that if the worrying trend is not checked promptly, the situation may
take a serious turn not only affecting national security but also having an adverse
impact on the health and existence of the various tribes inhabiting the remote and
inaccessible areas of Arunachal Pradesh. Both central and state government should

Apropos “Good initiatives yet some clarity needed” by K. Padu in the Readers’ Forum,
I tender my agreement with the write-
In the 2nd Para of the letter, it is highlighted that the Minister has taken an initiative to discontinue promotion/appointment of Junior Engineers/ Assistant Engineer/Executive Engineers to higher post on functional or officiating basis, clearing ways of promotion for the senior most officers/officials as per seniority that will be subsequently regularised through DPC.
Such steps are not only commendable but also bolster the moral of all engineering fraternity, especially to those who bore the brunt of the system. The Minister deserves grand salutes from all those are concerned.
Discontinuing promotion/appointment of engineers to higher post on functional or officiating basis will not only help clear backlog in the services but also dissolve discernment amongst the eligible claimant of regular promotions. And, the hopefuls can expect the silver lining in the land. We no longer wait for a better day ahead.

The School building which caters the education needs of approximately 500 students every year is still compelled to rely on five classrooms, which is insufficient considering the strength of student, beside the boundary demarcation of the school compound is still unfinished creating lots of hassle for the School authority when unprecedented conflicts arise with the locals, regarding the boundary issue.
It may be noted that; till date the authority concerned has never cared to build a single teacher quarter, and the teaching faculties is being compelled to opt for a rented house, miles away in the koloriang town; making their daily ‘to and fro’ walk for the duty a tiresome one, beside pocketing out half of their hard earned salary as rent fee.
The shortage of teaching faculties too is a big hurdle; an uneasy situation for the limited numbers of teachers to reach out to the vast numbers of students, creating lots of hurdles for the teaching faculties, to impart quality education to the students.
Hence, I earnestly appeal the concern authority to look into our grievances and narrow the problems at the earliest.

Open letter to Health Minister
Dear Editor,
I appreciate the proposal for creating 65 specialist posts during the recent budget session. But first please go through the actual number of specialists available in our state. It is not 70.
First of all let me tell you that every year, 7 specialists pass out from Regional institute of Medical sciences (RIMS) Imphal and this deputation for post graduate medical studies have been in existence since last 20 years.
Therefore, the actual numbers of available specialists are around 140, but due to existing recruitment rules those specialists are just languishing as general duty medical officers. Therefore, instead of digging into the already bankrupt state coffer please amend the recruitment rule of doctors first, so that already existing specialists working as GDMO can be promoted to specialist and their qualification can be utilised for the greater interest of the state.

Some districts like East Siang, Lower Dibang Valley and others are demonstrating against construction of Mega Dams citing that Arunachal falls under seismic zone V, on safety and security of life and property of downstream etc. The other time same people demonstrate against government for lack of electricity supply in the district. Now, it has come to light through the article of Dr. HK. Paliwal that the Dams are constructed in seismic regions like America and Japan where earthquake takes place frequently, thus why not in Arunachal?

Stop unfair trade practice
Dear Editor,
On 23rd July 2014, I found a shop at Nirjuli that was selling juice even after expiry date of the product.
In that shop there were various kinds of juice stacked in the front. And among them, I found a bottle of juice which was marked Blue. When I asked the shopkeeper, he said it was an energy drink. My brother offered to try the drink since he never had it before. To me it looked like a bottle of mineral water though it looked a bit different with a picture of orange.
I handed the juice to my brother and the moment he had a drop, he announced that it had a foul smell. As I checked the manufacturing date, which already expired, I asked the shopkeeper for another bottle. He gave me another bottle from the refrigerator. When I checked the bottle, I was shocked to notice that expiry date was long over.
Such unfair trade practice is not excusable. I think there are many shops in capital
complex that are intentionally selling expired food products because many people
cannot read. The shopkeepers don’t care about the health issues. This was the third
time, I encountered the same problem of shop-
On 9th June 2014, I bought a bread from a well known bakery where the same incident
happened. The bread was being sold even after there was a clear instruction that
product is best used within three days. The management should check such practices.
